The Constitution - as the most sacred instrument to guide the activities of any organization, must be fashioned to cope withthe changing times, the configuration of the stakeholder environment and the dynamics of the organization - particularly its reach to external stakeholders.
The Constitution is also the guiding instrument for the org.'s strategic plan - which is further supported by the appendex HRM plan, the Financial Mgt. Plan and an overall operational plan.
As an organization with strong academic intent, seeking to enhance the technical, tertiary and higher education culture of the region, must also cater to the diverse needs of its members and peripheral stakeholders - particulary where language and culture could lbe barriers tocommunication, collaboration and cooperation.
The driving initiatives of the constitution should take into the fact that the Network is merely a functioning arm or element of a larger international organization - and by extension, within its regional sphere - the linking agencies - and Core Groups, must bedesigned, organized and operated with meeting this spiral of relationships.
The constitution should take into account the political divide that exists in the region and the perennial thrust for unity and balance in the provision of fgoods and services - particularly lwhere the region is emerging from a 'plantation mode' and at the same seeks to use the age old phenomenon that 'education is the ultimate solution to reducing and eradication of poverty.
